About Me
Daffney Moore is a catalyst for positive change with proven ability to develop and translate an organization’s administrative vision into specific action plans that produce measurable and sustainable accomplishments. She is a skilled presenter and motivator with a propensity to build winning environments for individuals and organizations. A passion for providing solutions to improve the quality of life for people by removing barriers through inclusion, education, volunteerism and program implementation.
Daffney is the former City Manager of East St. Louis. She works on projects to address problems with urban growth, revitalization, housing and commercial development in order to address social and economic issues in the community. As City Manager, she worked to reduce the city’s budget deficit, restructure day-to-day operations, bring creditability to city, complete three audits, reduced contracts by $1.5 million, and secured five Opportunity Zones to encourage long-term investment and create jobs in low-income areas.
During her time as City Administrator for the City of Dellwood, Missouri, she led the ongoing recovery efforts after the Ferguson, Missouri civil unrest and achieved great success in revitalizing the city and areas along the West Florissant Avenue Commercial Corridor. Ms. Moore previously worked as the Economic Development Director for the City of Berkeley, Missouri and for the City of St. Louis as an Urban Planner.

Daffney is a transformational leader. She has the unique ability to engage people to look beyond traditional thinking to impact communities and improve the quality of life for individuals. Her ability to forge effective partnerships in the community on a local, state, and federal level to invest and revitalize urban communities has led to the revitalization of several neighborhoods and communities.
